Clerens Consulting supports the consortium which will help the European Commission define an integrated R&D strategy for smart grids and energy storage

Complementing the activities performed so far by the European Electricity Grid Initiative (EEGI), EASE, together with the leader of the consortium TECHNOFI and its partners EDSO, ENTSO-E, RSE and VITO have been selected by the European Commission to support DG Energy and the member states in defining a European R&D roadmap integrating energy storage into grid research and innovation activities, both at electricity transmission and distribution levels.

Clerens Consulting is supporting EASE to ensure that all technology development needs and market uptake measures required to fully develop opportunities for Energy Storage are addressed. EASE and its members and their expansive expertise will actively contribute to the project.

The project was presented in detail at the upcoming Innogrid2020+ event  in Brussels on the 31st of March 2015.

Olympic Metro Project

CALL FOR TENDERS FOR AN IMPORTANT PROJECT OF SUBWAY IN GREECE (SIEMENS / INTERINFRA CONSORTIUM)

This call for tenders specified the procedures of certain works of Civil engineering for the subway based on studies made by consultant engineers several years previously. We also allowed offers containing alternative procedures and the Siemens/Interinfra consortium presented then an economically more advantageous offer, becoming the most competitive winning bidder.

However, the evaluation made by a team of the Greek authorities did not respect the European rules because was not possible to present to the European Commission another provider as was written in the call for tender.

 Marc Clerens managed to direct the opinion of the European persons in charge in a way that they recognized the irregularities and blocked the European funding. Marc Clerens worked, during more than a year, in close cooperation with the European Commission in Brussels and obtained that the EC started a procedure of correction in the rules of public calls for tender in the EU. This procedure allowed then the Consortium to participate to the call for tender, because their proposal respected all the European criteria and it was the most interesting economically.

 History

The first line of the subway of Athens, and the only one until 2002, dates 1930. The Greek capital counted then 450 000 inhabitants; It counts 3 500 000 today among which 900 000 for the only municipality of Athens. The car traffic increased in parallel, in the point to saturate the axes of communication in the city.
In 1987, a call for tenders has been launched for the construction of lines 2 and 3. It is only in 1991 when the contract between the Greek ministry of the Public works and the European Olympic Metro consortium (containing 22 Greek, German and French companies) is signed.
The works start in November, 1991 and should have ended in 1997 according to the contract. However, a series of setback went to slow down the progress of the construction work.

RAILROAD ROAD MARKING - ROMANIA

CALL FOR TENDERS FOR A SYSTEM OF RAILROAD ROAD MARKING IN ROMANIA (TRANSPORT ALSTOM)

CC took the defense of the company ALSTOM, which had been discriminated during the evaluation of the supplied offers and the result of which had been the awarding of the contract to a competitor who had not submitted the most competitive offer. The Rumanian persons in charge and the consultant engineers whom they had awarded had not respected the European criteria and tender specifications regarding the call for tender, although the project is widely financed by the EU. The engineers working at the expense of the Rumanian persons in charge had also modified the technical aspects of the call for tenders, which the pre-selected competitor did not satisfy, so that the latter becomes eligible, breaking again the European regulations.
